As the statutory levy shake-up pulls in all directions, GamCare stays focused.
Despite outside forces "pulling in multiple directions" throughout the shift to a statutory charge for gambling harm, GamCare claimed to have retained its clarity of purpose.
In its Trustee Report 2025/2026, the National Gambling Helpline operator praised the board's ability to "hold the organization's nerve," which included the end of the voluntary charge and the start of the new system, which is headed by the NHS.
According to Chair Margot Daly, "the shift from a voluntary to a statutory levy changed how services are funded, with commissioning responsibility moving to five separate bodies across England, Scotland, and Wales, each at a different stage of readiness and without a clear coordination infrastructure in place to support such a significant change."
"When the external environment was pulling in different directions, the Board's job was to hold the organization's nerve, stay anchored to its values, and maintain clarity of purpose."
Many people criticized the establishment of the statutory charge because they were worried about the fragmentation of services that were previously managed by GamCare and funded nearly entirely by voluntary contributions.
These days, industry-funded gambling damage research, education, and treatment are overseen by UK Research and Innovation (UKRI), Office of Health Improvement and Disparities (OHID), and NHS England, as well as similar organizations in Scotland and Wales.
GamCare stopped its Children and Young People's Gambling Harm Prevention Program when its financing ceased, despite receiving funding from both the new levy and ongoing agreements.
GamCare stated that the commission's cash will be used to provide essential services in accordance with contractual obligations, and it is now working to raise the amount of money it gets outside of the tax.
According to the charity, "voluntary funding gives GamCare the flexibility to respond quickly to what frontline teams are seeing, to pilot new models before they are ready for commissioning, and to reach people and communities who may otherwise remain unsupported."
Over 114,000 National Helpline and digital contacts were received by GamCare throughout the reporting period, and over 11,400 referrals were made.
In addition to increasing its overall reserves from £11 million to nearly £16 million, it reported income of £19.9 million in 2025–2026, which was consistent with the £20.3 million it got in the preceding fiscal year.
In light of the NHS Modernization Bill's proposals to abolish NHS England, GamCare indicated that its present financing contracts through the statutory levy are only valid for one fiscal year and that it will need to reapply for funding with a revised NHS.
GamCare stated that its financials will "protect the continuity of care" for essential programs like the helpline, although noting the ongoing financing uncertainties.
In order to assess the effects of the first year of the levy, GamCare's CEO, Victoria Corbishley, has previously advocated for the elimination of NHS England.
In the report, she stated, "GamCare enters a new commissioning landscape with a clear mandate and a proven model."
This year also demonstrated that the quality of a single service is not the only factor that affects continuity of treatment. It relies on interconnected infrastructure, reliable connections, and cooperation amongst the organizations that provide those paths.
